An exclusive Interview with Australian Αmbassador to EU
 with New Europe’s Managing Editor Alia Papageorgiou.

Upon the departure of former Australian Ambassador Βrendan Nelson at the end of 2012 (now the Director of the War Memorial in Canberra, Australia), Duncan Lewis, former Secretary of the Department of Defence, Security Advisor to the Prime Minister of Australia Kevin Rudd and Commander of the Special Operations Force has come to Brussels not only dealing with an office move from Rue Du Guimard to Avenue Des Arts but also with a changing Diplomatic scene.
Ambassador Lewis first came to Brussels 33 years ago on a Commonwealth troop visit to NATO and was transfixed, “I’d never seen anything like it, we only stayed three or four days but it was fascinating. Nothing else compares to the NATO structure, it is a unique military union of countries’ defence forces that is unparalleled,” Lewis says sitting in his office on the one sunny warm day we seemed to have in March.

The change to Brussels seems to be more than natural, amongst some moving boxes still in a corridor or two the new building seems to suit the staff in Brussels from what some call the 'lucky country'.
Reflecting on geopolitical changes in the last few years it is obvious that Australia and the Pacific has shifted into sharper focus, coupled with the proximity to Asia and the mining resources Australia has the position is clear.
 But what brings us closer to NATO? “Well its our actual involvement in Afghanistan” says Lewis, Australia has 1500 troops in the region and works closely with the other international forces on the “post 2014 period,” the Ambassador says, “ the Australian Prime MinisterJulia Gillard has said that we are in this for the long haul so this is a concern for us, we will continue to support and do that now by providing trainers and development assistance, the Australian government provides $250 million to Afghanistan purely for development purposes.”
 But he’s not just here for NATO as well as being the Ambassador for Belgium, and Luxembourg he heads the Mission to the EU.
“We are partners, albeit on opposite sides of the world,” Lewis says of the EU- Australian relationship, Europe represents the largest source of foreign investment and the two countries share “so many of the values associated with the EU,” the Ambassador stresses.
 “The Rule of Law, transparency in government, the systems of government are absolutely recognisable,” he says of the similarities, it is true the EU and Australia have continued to spar on agriculture, and other areas but the fact remains that the two Antipodean areas have never been closer.
 “There is work on cooperation through a crisis management agreement, an agreement to link Australian and EU emissions schemes, and we’re negotiating a framework agreement. This comes on top of an agreement to coordinate development work in the Pacific and Africa," Lewis says.
 The shift towards Asia, Ambassador Lewis says is “unremarkeable” and quite obvious, with every time there comes growth and shift and weight and it is only natural that the European region and the North Atlantic would be more “Asia-centric”.
“In 2030, 60% of the world‘s middle class economies will be in Asia,” Lewis says.
“And I don‘t mean this in any particular way, only as a pure fact, their economy is booming, they are modernising their countries,” Ambassador Lewis says.
 A question quite often asked of his predecessor having been in Brussels during the economic crisis hitting Europe and the global markets but not Australia, I venture, what would his advice be to the European Union.
 “I wouldn’t presume to advise the European Union on anything, but what I would say from the Australian experience is that Australia is very fortunate to have a banking and financial system that is very prudent,” the Ambassador says.
 At the height of the economic crisis in 2008 – 2009 Australia was fortunate enough to have four of the top 12 banks that still retained their AAA Credit rating, “couple with the Australian government‘s prompt response and a stimulation package and assisted unquestionably by a mining boom,” the economy remained in a different position than the rest of the world.
Moving on an the Ambassador having served as Security Advisor and in defence the next question flows to cybersecurity, how have things changed since he began a military career 33 years ago and how are they now? Should we be worried about cybercrime?
 “Extremely so,” is his first response.
 What seems to be key is the partitioning between what could be harmful and what could be useful, in terms of data for any government.
 “How to have ready and open access to a net that can maximise assistance and benefit without exposing yourself,” the Ambassador says.
 “Privacy is a big deal, what access governments should have on individuals” while at the same time facing the challenge of this new medium. The cyber world has a huge potential for good, an enormous potential for bad,” Lewis says, it needs legislative dexterity, public education and institutional guidance to be managed.
 I had one final question, although wished I‘d had more time, what does a person like himself gain following such a long career in the military.
“How to deal with governments actually!” He said, and then we signed off.

NEW EUROPE.-Turkey strikes back .By ALIA PAPAGEORGIOU

Turkey hit back today against what it said was a fresh bombardment of its territory from the Syrian side, little more than 24 hours after UN condemnation of deadly cross-border shelling. 6 October is the fourth continuing day of retaliation from the Turkish side as insurgency within Syria also continues with bombings in Aleppo and Homs during the last week. 
On 4 October, Turkey’s parliament voted 320-129 to allow government to deploy Turkish military forces to foreign countries as New Europe reported during the past week .
Although there was no mention of Syria, the resolution came immediately after the events of 3 October.
Despite the fact that Syria apologised for the mortar bomb attacks describing them as an accident, the escalating tension between the two countries remains. According to the Syrian Observatory for Human Rights, the Turkish side decided to answer the attack with artillery fire which led to the killing of several Syrian troops. Yesterday, Zaman reported, that the Turkish army continued the strike and targeted Syria’s Tel Abyad district.
Recep Tayyip Erdogan, Turkey's prime minister, said in a statement on 3 October that the military operations were within the rules of engagement and were carried out following radar tracking. This was the first time Turkey answered Syrian attacks since the civil war started in the spring of 2011. It is worth noting that another incident took place in the recent past, when Syrian forces opened fire near a Turkish refugee camp.

In a move that he calls “finally catching on to what Europe has been telling us, that Privacy online is important” the US’s Deputy Assistant Secretary of State and US Coordinator of International Communications and Information Policy Philip L. Verveer took a trip to Brussels, met with European Commissioner Viviane Reding, outlined how the US Commerce Department has started deliberating over a Federal Privacy office following nearly two decades of massive fines from the European Union for not upholding privacy of the individual online and spoke to Alia Papageorgiou on Internet Freedom, Facebook and Online Diplomacy.
Do you feel that there is any limit to internet freedom?“Well there are some limits there are some things that people in every country would find offensive and would try to prevent. In our case a really simple example is child pornography. No one will defend that and no one would say that there is any sort of an absolute human right or otherwise to purvey child pornography over the internet. Now in different countries the limits are somewhat varied, because of our first amendment we’re somewhat more tolerant of the conveyance of pornography than would be the case in any other countries where we have enormously shared values. So there are some points of differentiation.

In Europe, I think hate speech for instance would be largely prevented, in the United States we’re somewhat more willing to permit people to say things that are pretty vile and then try to counter what they’ve said with what we think are better ways of thinking about this.  But, freedom on the internet and freedom of expression on the internet is not absolute, it is limited.”
What does online democracy offer to the diplomatic world and would you recommend it to the newly forming European External Action Service (the EU’s new Diplomatic Corps)?The internet is a wonderful mechanism for communication. The State Department is finding more and more ways to make use of it and diplomats have blogs, some of them use twitter, there are all kinds of transmission possibilities that are available to us, we put things on YouTube and so forth.

I think any diplomatic service is going to have to find ways to make use of some of this because part of what we do, part of what we’re trying to do is communicate with others and this is a very useful device, mechanism for that.

I genuinely think in some sense all diplomatic services will find that they’re making use of it.
What seem to be the sticking points between the EU & the US on internet freedom?“Partly as Commissioner Reding was saying Privacy is a very important issue and its one where we and the Europeans approach it from somewhat different perspectives. I don’t think those differences are nearly as great as some people will try to make them but they’re somewhat different.

We have to try to bridge differences with respect to privacy protection. It’s important both for the sake of public privacy, we’d like to be sure we’ve found the best way to do that both for the people are in the US or here in Europe and we’d also like to do it to trying and make sure we’re not unnecessarily impairing efficiency, which is also what Commissioner Reding was saying which I welcome.”
Is it surprising that Facebook has just hired their first employee in Brussels specifically to deal with European Policy?“No not at all, Facebook has grown so quickly, for a long time they didn’t have a presence in Washington, I think now it’s about six people but it’s a very recent development.  They had literally either no one or almost no one until recently. But if you’re gonna do it in Washington then you better do it in Brussels, so I’m not surprised.”

At the same meeting Vice President of the European Commission and European Commissioner on Justice, Fundamental Rights and Citizenship working on the Digital Agenda Viviane Reding described the differences between the US and the EU as “the US sees it as freedom of the internet and the EU sees it as freedom of the individual, perhaps between the two of us can be achieved a balance and therefore some global leadership on internet use and freedom.”

      As much as I abhor this (and her parents!), she is not my little girl and I can't change her situation. However, I am more scared of the society that my 2 little girls (5 & 2) are growing up in... and by the looks of it, some of you have l...ittle girls too. What kind of pressures are going to be on them over the next few years even?! It's all on us as parents to be mindful over what our children see and are influenced by... even if that means stopping our own purchase of magazines so these images don't even cross their precious little eyes, or even having a positive body image of ourselves speaks measures. And boys included! I want my little boy to have such a realistic picture of women as he grows up so that his standard encourages beauty in the women around him, not hinder it and make them feel unworthy because they do not look this way. Oh I could go on, I'll end there! But so nice to know of so many like-minded people!! περι

      Alani Winter Someone mentioned she doesn't look 10. She does - she looks like a 10yr old wearing her mums dress and too big heels and far too much make up. My daughter is 10 and I would never consider it appropriate for her to pose in that manner or model such attire. I think it's more disturbing to think that designers are designing clothes for women but that really fit 10 yr olds!!

ARTS-MELBOURNE:The Mourners-GEORGIA METAXAS


THE MOURNERS GEORGIA METAXAS  The Mourners is a series of portraits documenting the ritual of  wearing black as a signifier of perpetual mourning. In remembrance of  those they have lost, all that sit for a portrait in the series wear  black everyday for the rest of their lives.    The controlled environment of a traveling studio replaces existing  backdrops of nursing home corridors, living rooms and church halls.  Stripped back to the point where only the faintest trace of the sitter’s  surroundings remain, the portrait brings the viewer to the periphery of  an ultimately private space.  Deflecting the unflinching eye of the camera with an averted gaze, the  women are absorbed by the void that is black, living mementos – vessels  for mourning, fixed by a photograph, which in turn alludes to a double  death.

The show goes through till August 7, 2011 at the Melbourne Centre for Contemporary Photography - Australia

Ψαρεύοντας στο Face book 5-7-11
